Book excerpt: This report details the approach to and key elements of conducting pilot tests to provide enhanced incentives for Department of Defense (DoD) acquisition professionals on Acquisition Category I (ACAT I) program management teams. The objective of the tests is to determine whether these incentives can contribute to program success in terms of cost, schedule, and performance. Section 5001 (b) of the Federal Acquisition Streamlining Act (FASA) requires the Secretary of Defense to review the incentives and personnel actions available to DoD for encouraging excellence in the management of defense acquisition programs, and to provide a system of enhanced incentives to facilitate the achievement of cost, schedule, and performance goals. The system is intended to relate pay to performance and to provide for consideration (in personnel evaluations and promotion decisions) of the extent to which an individual's performance has contributed to achieving goals established for major defense acquisition programs. We recommend that 16 pilot programs participate in the test to determine whether enhanced incentives can have a positive impact on program success. This number is the minimum required for collecting enough data to detect statistical differences among the test programs. In stage one, all pilot programs should have successfully implemented the common performance measurement system the Balanced Scorecard-to which incentives will be linked in stage two.
