Book excerpt: The Department of Energy (DOE) has prepared an Environmental Assessment (EA) (DOE/EA-0855) for a competitive bid market sale of 80 million pounds of government surplus lithium hydroxide monohydrate (LiOH). The LiOH is no longer required for federal activities but is worth tens of millions of dollars in the commercial market. The purpose of the sale is to limit potential environmental liabilities associated with the storage of large quantities of LiOH, free critically needed storage space, reduce storage and maintenance costs currently estimated at $1M/year, and generate revenue for the Federal government. Based on the analysis in the EA, DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the definition of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an environmental impact statement is not required.
