S., December 12th, 1865 The river which it is thus proposed to span, is not a stream flowing between two commonwealths, or having its rise in one and its mouth in another State; but every drop of its current, from its source to its junction with the Dela ware, has its flow within the boundaries of Pennsylvania. The bed of the stream is owned by that State, and by it only. The waters of the river wash no shores, but those over which Pennsylvania has exclusive jurisdiction; and this stream is just as much subject to her control as is every other highway within the State.
