Today, Fortune 500 firms hire them to counter-mobilize against regulation, protest or controversy. Ironically, some advocacy groups now outsource organizing to them. Walker also finds that consultants are reshaping both participation and policymaking, but unethical 'astroturf' strategies are often ineffective.
