Book excerpt: This rapid review intends to take stock of the available health and care workforce (HCWF) planning tools and methods and map their strengths and limitations. A multipronged approach was used, involving a review of literature to map the key HCWF planning tools and a consultation process with global experts in HRH to validate the assessments. The report identified nearly a hundred HCWF planning tools and approaches that could be organized into eight different categories based on established approaches (e.g., needs-based, workforce-to-population ratio, utilization-based) as well as emerging categories (qualitative, HRH management and administration) and those that cut across multiple categories (mixed approaches). This rapid review will inform the development of a technical toolkit for HCWF planning tools and practical guidelines complementing and building on previous methods and work done by the WHO, that can aid the efforts of national planners and policy-makers in their efforts to educate, employ and retain a sustainable and fit-for-purpose workforce that can deliver on the ambitions of universal health coverage, health security and the Sustainable Development Goals.
