Book excerpt: Excerpt from Journal of the Senate of the State of South Carolina, at the Extra Session, Nov. 6, 1848, and Regular Session, Nov. 27, 1848 And whereas, the Legislature of this State, by an Act passed on the 3d day of December, in the year of our Lord one thousand seven hundred and ninety-two, did enact that Electors of President and Vice President Of the United States shall be appointed by ballot, on the Tuesday prece ding Wednesday, the fifth day of December, of the same year, in the House of Representatives, at Columbia, by the Legislature of this State, or by such persons as shall be returned members thereof, and shall attend on that day; and also that the Electors of President and Vice President shall be appointed by ballot on the Tuesday preceding the first Wednes day in December, in every fourth year succeeding the last election, in the House of Representatives, at Columbia, by the Legislature of this State, which Shall be then existing, or by such persons as shall be returned mem bers thereof, and shall attend on that day.
