Fast water refers to any situation where river, harbor or estuary surface current velocities are expected to exceed one knot. Experience and research have shown that special strategies and tactics are warranted in channeling, containing and recovering spilled oil, and safety should be a main concern. This decision tool is a companion document to the more comprehensive report, 'Oil Spill Response in Fast Currents, a Field Guide, ' published by the Coast Guard R & D Center in 2002, which is available from the National Technical Information Service in Springfield, VA. This decision tool assumes that the user will have read and understood the material contained in the parent Field Guide. This tool has been limited to essential graphics and tables to refresh the responders memory, allow him/her to quickly assess the situation and formulate an action plan, and communicate this plan to other personnel.
