Section 17.38 of 38 CFR, is the regulation that authorizes the provision of the medical benefits package to enrolled Veterans. The medical benefits package is available to patients requiring clinically indicated health care that is needed to promote, preserve, or restore the health of the Veteran (as those terms are defined in � 17.38(b)) and is also in accordance with generally accepted standards of medical practice. VHA uses these authorities to establish PACT as its model for delivery of comprehensive primary care.
