The text addresses the general issues of editorial objectives, priorities, evaluation criteria, organizational arrangements (i.e. selecting the editorial board and referees), the requirements of referee anonymity, resolving referee-author conflicts, and discusses the fine points of administrative practices (manuscript and referee files, manuscript processing, correspondence).
