In accordance with the requirements of the city charter and with custom, I shall ask your attention to some of the more important matters that will become subjects of city legislation. The annual report of the receipts and expenditures of the past year not being completed, I cannot now refer in detail to financial affairs. It is hoped that the 'report will soon be before you.
