Book excerpt: While the Baltic states continue to develop into free market economies, these nation's new legal and political institutions are still in a process of formation. Political organization is in a state of flux, labor relations and labor markets are practically nonexistent. These unusual conditions of change present challenging problems to the sociologist. Unique in approach, this book emphasizes techniques for merging systemic, social and communal levels of analysis, providing a coherent view in a difficult area of research. It is argued that cyclical, rather than linear concepts of change, are the more fruitful in evaluating mechanisms of social transformation.
