In accordance with a request of the Commissioners, a committee from the Medical Board'of Bellevue Hospital had been appointed to examine and report upon the vari ous institutions situated upon the islands, and under the control of the Commission. This committee consisted of dr.'isaac E. Taylor, chairman, and Dr. James R. Wood. Their report, presented at the date above given, contained the following paragraph.
