That problem is overcome in this paper by utilizing a combination of fuzzy set methodology and conventional statistical techniques; specifically, fuzzy regression analysis. Fuzzy regression analysis is applied to a particular vulnerability problem, and the difference between this approach and one which utilizes only probability theory is briefly examined.
