Book excerpt: This joint environmental impact statement/environmental impact report (EIS/EIR) evaluates the potential impacts to the environment that may result from the Navy disposal and implementation of land use alternatives proposed by the Oakland Base Reuse Authority (OBRA) for the reuse of Naval Medical Center, Oakland, California (NMCO). NMCO will be closing, pursuant to the Defense Base Closure and Realignment Act (DBCRA) of 1990, Public Law (PL) 101-510 Title XXIX, referred to in this document as BRAC. This EIS/EIR has been prepared in accordance with: The National Environmental Policy Act (NEPA) of 1969, as amended; The California Environmental Quality Act (CEQA) of 1970, as amended; The Council on Environmental Quality (CEQ) regulations on implementing NEPA; Navy guidelines: and Navy guidelines; and The Defense Base Closure and Realignment Act of 1990 (DBCRA), as amended by the 1993 Base Realignment and Closure process. The NEPA federal action evaluated in this EIS/EIR is the disposal of federal surplus property at the NMCO site, while the local CEQA project evaluated is the proposed reuse of the NMCO site, presented as four reuse alternatives.
