Book excerpt: Pursuant to the Defense Base Closure and Realignment Act of 1990 (Public Law 101-510, Title XXIX), the airfield property at Griffiss AFB was recommended for closure and realignment by the 1995 Defense Base Realignment and Closure (BRAC) Commission. This FSEIS has been prepared in accordance with the National Environmental Policy Act to analyze the potential environmental consequences of disposal of the airfield property in compliance with the 1995 BRAC decisions. This document supplements the Final Environmental Impact Statement, Disposal and Reuse of Griffiss Air Force Base, New York, which was prepared by the Air Force when the remainder of Griffiss AFB was closed in 1995. At that time, the airfield property was retained by the U.S. Government and realigned as a minimum essential airfield to support the deployment of U.S. Army troops from Fort Drum, New York. This document includes an analysis of a range of reasonably foreseeable alternative reuses of the airfield property on community setting, land use and aesthetics, transportation, utilities, hazardous substances, soils and geology, water resources, air quality, noise, biological resources, and cultural and paleontological resources. The Proposed Action considered in this FSEIS focuses on the transfer of air operations from Oneida County Airport to the airfield property. The remainder of the airfield property would be used as aviation support, industrial, public/recreation/open space, and agricultural uses. A second aviation-related reuse scenario, which did not include the transfer of air operations from Oneida County Airport, was also examined (the Private Airfield Alternative). A third alternative analyzed the reuse of the property for nonaviation-related land uses (Nonaviation Alternative). Impacts of the No-Action Alternative were also considered.
