Book excerpt: Following on from a consultation process, this White Paper contains a number of proposals based around three core principles: developing a unified approach to the historic environment; maximising opportunities for inclusion and involvement; and supporting sustainable communities by putting the historic environment at the heart of an effective planning system. The first section sets out legislative change and implementation arrangements for England; the second part cover implementation arrangements for Wales; and the third section covers legislative change effecting the marine historic environment across the UK. Proposals include: the creation of a single system for national designation to replace listing, scheduling and registering; the publication of new detailed selection criteria for national and local designation; responsibility for national designation devolved in England to English Heritage; improved public access to designation records through new internet portals, along with new consultation and appeal processes; new statutory management agreements for historic sites; clearer and enhanced protections for World Heritage Sites; and the introduction of a new statutory duty for local authorities to maintain or have access to Historic Environment Records.
