The reports of the various heads of departments will bear ample testimony to the fact that we have not been idle and that the best that could be done has been done with the means at our disposal. I beg your indulgence however for a few moments to compare the condition of present affairs with that of one year ago, and consider suggestions for advancement and improve ment, and for certain reforms, the necessity for which is pressing and cannot be overlooked.
