Book excerpt: The National Offender Management Service (NOMS) is an executive agency of the Ministry of Justice (MoJ), bringing together prison and probation services to deliver the punishment and orders of the courts in custodial and community settings in England and Wales. NOMS operates through a number of providers, including: probation services across England and Wales; HM Prison Service -125 prisons whose 45,0001 staff are directly employed by NOMS; private sector companies managing 11 contracted out prisons; contractors providing services including prisoner escort, bail accommodation and electronic monitoring of offenders; public, private and voluntary/community agency partners including health, employment and training providers. This annual report covers the key performance indicators of r2009-10 and presents examples of the type of work which prisons and probation do with offenders to meet the complex challenges of protecting the public and reducing reoffending.
