On August 14, 1939, the United States attorney for the Middle District of Pennsylvania, acting upon a report by the Secretary of Agriculture, filed in the district court a 'libel praying seizure and condemnation at Scranton, Pa., of 36dozen pint cans and 12 dozen quart cans of an article known as d-stroy, alleging that the article had been shipped in interstate commerce on or about March 27, 1939, by the Ultra Chemical Works Inc, from Paterson, N.
