Book excerpt: Thus the project seeks to find new models of development and policy tools so Arctic communities are better equipped to deal with the impacts and increase the benefits from these developments. The network is also examining ways of developing resources so that communities are able to build their capacity. Our research will identity, test, assess and highlight best practices, building new and innovative models of development. Part of this involves providing a better understanding of the issues. Another part entails assembling evidence that can be analyzed comparatively. A review of past practices provides communities with a better understanding of the problems that have been created by resource developments. The project will establish a series of baseline indicators through which impacts can be measured and assessed. These indicators will be used to analyze various options to increase the likelihood of sustainability and greater benefits for northern communities. The analysis is intended to lead to the development of policy options to create better options and controls for communities."--from p.4.
