Book excerpt: Evaluation is basically a decision making tool which allows for consideration of factors not considered in engineering design. A comprehensive evaluation would include not only an evaluation of the ability of a system to achieve its primary goals but also an evaluation of the effect that the system would have on the surrounding area and how that system would contribute to local, regional and national objectives. Consideration of such factors as economic, social, ecological, aesthetic and hygienic impacts would be useful in anticipating problems which could arise due to implementation of a plan. Early diagnosis of problem areas would thus allow design changes prior to implementation of a plan. The evaluation would finally be used to narrow the range of plans and ultimately to select the plan which in the judgment of the decision makers contributes the most to local, regional and national objectives.
