H: For the Financial Year Ending February 28, 1916 Once more it becomes my pleasant duty to preside over the inauguration exercises of a new city govern ment. My heart is filled with gratitude that I should be again honored by our citizens. The office of Mayor is an honorable one, and I assure the people of Somers Worth that I shall do my utmost to guard and protect the interests of our city as carefully in the year to come as has been done heretofore. The responsibilities that are to be intrusted to us during the coming year are no greater than those which have come under the care and guidance of prior city governments, but whatever they may be, we shall be required to exercise our best judgment and ability, hav ing in mind' at all times the good welfare of the entire community. In the years preceding in Which I have served the City of Somersworth as Mayor, my relations with the City Council have almost invariably been harmonious, discord has been an unknown quantity, and it is my experience that harmony is the one thing necessary, more than any other, for our city to obtain good results from our incumbency in office.
